No. Be on time for wherever you are expected to be. Keeping people waiting is rude.

If you are given a time to start, then that means it is time to start. If it is a VERY informal party, you should still be no more than 5 minutes late.

Never cool to keep people waiting. In fact being late is a feature of passive aggressiveness. If you anticipate issues that might delay you, then start earlier.

Hopefully if this is a party, the guests are your friends and will understand possible tech issues, last minute kid issues, etc. It is a party, relax!
