Businesses can fund it themselves. Columbia has better things to spend their money on.

How much training does it take to call 911 when there's a fight outside your business? Many of the recent shootings have taken place literally right in front of the police. What good are bouncers? Our local liberal JUDGES need to receive their share of blame for this gun violence by repeat felons

This would be the same as saying, the city should pay a doctors malpractice insurance. It is not the city's responsibility.
